Recognizing that education is a catalyst for nation-building, both the Government of India and the Government of Haryana have consistently endeavored to attract more students to pursue advanced studies.

The "Har-Chhatravratti" portal, developed by the Department of Higher Education, functions as a consolidated platform that streamlines the entire scholarship process—from application submission and verification to disbursement—ensuring transparency and efficiency. To facilitate easy access to beneficiary-oriented schemes, the portal consolidates thirteen scholarship schemes across six major government departments into a single, unified interface.

This portal distinguishes itself through its multi-tier verification mechanism, involving verification by the respective educational institution, the university or nodal body, and the head office. Such rigorous validation measures ensure comprehensive authentication of applicants. Additionally, "Har-Chhatravratti" is integrated with the state’s flagship initiative, the Parivar Pehchan Patra (PPP) scheme, which mandates possessing a PPP for availing state scholarship benefits. The portal also accommodates students of Haryana domicile studying outside the state; their applications are verified directly by the relevant department, facilitating seamless access to scholarship benefits for all eligible students.
